This can be acomplished with a small piece of ‘Additional CSS’ in the customizer
(image-url is the URL of an image in your media library)

if using a single image to cover the area:

#masthead {
    background-image: url('image-url');
    background-repeat: no-repeat;
    background-size: cover;
}

or if using a repeating pattern image:

#masthead {
    background-image: url('image-url');
    background-repeat: repeat;
}
